A 2027 utáni uniós költségvetési keretek kialakítását befolyásoló adottságok
[Factors influencing the preparation of the post-2027 EU budget framework]

Abstract

A cikk az Európai Unió költségvetését hosszú távon jellemző sajátosságok és a 2021-2027 közötti költségvetési időszakban végbement változások vizsgálatán keresztül elemzi a jövőbeli elmozdulási irányokat befolyásoló tényezőket. A vizsgálat célja a többéves pénzügyi keret (Multiannual Financial Framework, MFF) és a Next Generation EU (NGEU) program működéséből következő tanulságok levonása, továbbá a 2027 után induló új költségvetési időszak tervezésére ható tényezők feltérképezése. A szerző a jelenlegi költségvetési időszak változásai és kihívásai tükrében elemzi a költségvetés nagyságából, finanszírozásából és kiadási szerkezetéből adódó korlátokat és elmozdulási irányokat. Az elemzés kiemelt figyelmet fordít az NGEU keretében alkalmazott új megközelítések következményeire, többek között a közös kötvénykibocsátás, valamint a strukturális reformok támogatásának és a teljesítménymutatók számonkérésének jelentős szemléletváltást képviselő megközelítéseire.
