Decentralizáció és gazdasági fejlődés. Az olasz példa
[Decentralization and economic development. The case of Italy]

Abstract

A tanulmány összefoglalja a szubszidiaritás és a decentralizáció értelmezése körüli viták jellemző jegyeit, bemutatja e társadalomirányítási elveknek a működés hatékonyságát befolyásoló szerepét. A regionalizált berendezkedésű Olaszország legnagyobb régiójának, Lombardiának a kísérletei alapján képet ad a regionális igazgatás reformjának eredményeiről és jövőbeli új irányairól. E régió a közpolitika területén jelentős innovációkat mutat fel, egyértelműen megállapítható, hogy a decentralizáció pozitívan befolyásolta a térség fejlődését. A tanulmány bemutatja, hogy a lombardiai regionális kormányzat milyen területeken ért el sikereket, elemzi ezek regionális beágyazottságának erősségét, azonosítja a gazdasági és társadalmi fejlődés regionális sajátosságaiból, a közpolitikai rendszer jellegzetességeiből adódó kockázatokat és az ezek mérséklését szolgáló módszereket.
