Ist die Schweizer Fiskalpolitik prozyklisch oder antizyklisch

Abstract

Gemäss einer Reihe älterer Untersuchungen wirkt in der Schweiz die Fiskalpolitik mehrheitlich prozyklisch. Im Gegensatz dazu fanden Schaltegger und Weder (2010) überwiegend antizyklische Effekte. Es stellt sich deshalb die Frage, ob diese vor kurzem erschienene Studie zu einer Neubewertung Anlass gibt. Wie im vorliegenden Beitrag ausgeführt wird, trifft dies nicht zu. Denn das stabilisierungspolitisch gesehen günstige Resultat dieser Untersuchung ist im Wesent - lichen auf die Verwendung einer nicht adäquaten Untersuchungsmethode zurückzuführen. Eine Analyse basierend auf dem methodisch überzeugenderen Konzept des «Cyclically Adjusted Budget» bestätigt die Resultate der früherer Studien, d.h. die schweizerische Fiskalpolitik wirkt in der Regel prozyklisch.
