Arbeitsmarkteffekte des Abkommens mit der EU zur Personenfreizügigkeit – Eine Neubeurteilung

Abstract

Ende 2008 veröffentlichte die KOF eine umfassende Studie zu den Auswirkungen der bilateralen Abkommen auf die Schweizer Wirtschaft (Aeppli et al. 2008). Darin wurden insbesondere die Folgen der Einführung des freien Personenverkehrs auf den schweizerischen Arbeitsmarkt einer vertieften Analyse unterzogen. Die Datenbasis, auf der die damaligen Ergebnisse basierten, war notgedrungen sehr schmal. Zudem war der Zeitraum zwischen der Inkraftsetzung der bilateralen Verträge und dem Abschluss der Studie durch eine ausserordentlich günstige konjunkturelle Entwicklung mit einer weit überdurchschnittlichen Beschäftigungsexpansion gekennzeichnet. Daher musste offen bleiben, ob die Konsequenzen der bilateralen Verträge in einer rezessiven Phase gleich ausfallen würden. Mit der ausgeprägten Rezession 2008/09 und der inzwischen breiteren Daten basis sind die Voraussetzungen für eine verlässlichere Analyse der Arbeitsmarkteffekte der Einführung des freien Personenverkehrs wesentlich besser geworden. Vor diesem Hintergrund wird die damalige Untersuchung wiederholt mit dem Ziel abzuklären, ob sich deren wichtigste Schlussfolgerungen bestätigen.
