Las ferias urbanas de la Economía Popular: Discusiones en torno a lo legal/ilegal del fenómeno

Abstract

En el presente artículo se pretende dar cuenta de cómo los Estados Locales en la Provincia de Córdoba regularon el fenómeno de las ferias de la Economía Popular en espacios públicos a través de Ordenanzas Municipales. Como primer punto, hicimos una contextualización de dicho fenómeno, que adquirió gran relevancia luego del quiebre en el sistema formal del trabajo y la crisis del 2001, para dar lugar a un análisis en torno a la categoría de informalidad y las discusiones que existen en torno a su carácter legal/ilegal. Por último, analizamos los casos de las ordenanzas de Córdoba capital, Alta Gracia y Río Cuarto, lo que nos llevó a identificar las tensiones que se generan con los feriantes y su trabajo por considerarlo una práctica laboral informal./ This article aims to explain how local governments in Córdoba Province regulated the phenomenon of Popular Economy fairs in public spaces through Municipal Ordinances. As a first point, we made a contextualization of this phenomenon, that is inserted massively today after the breakdown in the formal labour system and the 2001 crisis, to give rise to its relationship with the category of informality and the discussions that exist around it legal / illegal understanding, its legality / illegality. Finally, we analyze at an institutional level the cases of the ordinances of Córdoba capital, Alta Gracia and Rio Cuarto, to account for the tensions that are generated with the stallholders and their work because it is considered an informal labor practice.
