Crafting the environment for high tech incubation projects: the case of Dubai

Abstract

This paper discusses the state of incubation projects in developing countries with a special emphasis on the case of Dubai, United Arab Emirates. While many of the incubation projects in the developed world have been established in response to economic dislocation and distress, business and technology incubation initiatives are a relatively recent development policy instrument in the developing world. Nevertheless, assessments of incubator performance in many parts of the world indicate positive impacts, mainly in terms of increasing the chances of new enterprise survival rates. The main objective of this paper is to evaluate the role of the Government of Dubai in creating the necessary legal, economic, political and technological environments to ensure the success of technology incubators and technology parks in the Emirate.
