Neue Selbständige in Ostdeutschland : Statusentscheidung, Realisierungschancen und materielle Zufriedenheit

Abstract

"In der Studie werden verschiedene Aspekte der beruflichen Selbständigkeit in Ostdeutschland analysiert. Sie stützt sich auf Daten des Sozio-ökonomischen Panels (SOEP) der Jahre 1990 und 1991. Untersucht werden zunächst Determinanten des Übergangs von abhängiger zu selbständiger Beschäftigung. In einem zweiten Schritt wird dieser Übergang nur für diejenigen Personen betrachtet, die zuvor die Absicht geäußert hatten, sich selbständig machen zu wollen. Schließlich werden die Determinanten der Zufriedenheit mit dem Haushaltseinkommen - als Indikator für den materiellen Erfolg - bestimmt. Unter den 'neuen' ostdeutschen Selbständigen finden sich überdurchschnittlich viele Männer, Beschäftigte mit einem Meisterabschluß, Berufe mit einem hohem Berufsprestige sowie Personen mit Haus- oder Grundbesitz; untervertreten sind dagegen ungenügend qualifizierte Personen, Ingenieure sowie Personen mit vorhergehender längerer Betriebszugehörigkeitsdauer. Bei der tatsächlichen Umsetzung der zuvor geäußerten Absicht, sich selbständig machen zu wollen, haben Männer sowie Personen mit hohem Berufsprestige durchschnittlich hohe, von Arbeitslosigkeit bedrohte Beschäftigte jedoch deutlich geringere Erfolgschancen. Während die Einkommenszufriedenheit vor dem Wechsel des Wirtschaftssystems weitgehend nivelliert war, bildet sich schon kurz nach der Wende die in einer freien Marktwirtschaft erwartete Struktur heraus. Insbesondere ist ein positiver Effekt des Status Selbständigkeit auf die Einkommenszufriedenheit zu beobachten. Die Autoren plädieren dafür, gründungswilligen Personen ohne hinreichende Eigenkapitalausstattung, Frauen sowie Abgängern aus arbeitsmarktpolitischen Maßnahmen den Übergang in Selbständigkeit durch geeignete Förderprogramme zu erleichtern."
