Las políticas públicas de fomento del reciclaje: La regeneración de aceites usados

Abstract

Los aceites usados son un residuo peligroso del que pueden derivarse graves daños medioambientales si su gestión es inadecuada; al mismo tiempo, tienen un indudable valor económico, ya que conservan gran parte de los hidrocarburos que los lubricantes contenían originalmente. La gestión de los aceites usados ofrece distintas alternativas, dirigidas principalmente al reciclaje, siendo de destacar la combustión y la regeneración. Esta última es la que habitualmente se considera preferible desde la perspectiva ambiental y la que, por tanto, los gobiernos tratan de fomentar. Por ello, en este trabajo analizamos la eficacia de las políticas públicas dirigidas al fomento de la regeneración de los aceites usados a partir de la estimación de las funciones de oferta y demanda del mercado español de aceites regenerados en el período de 1965-1999.
