Abstract

В статье исследованы вопросы консолидации электросетевого комплекса – реализуемого в Российской Федерации процесса по сокращению количества электросетевых организаций и формированию единого центра ответственности в электросетевом комплексе. Рассмотрены теоретические основы проведения консолидации, предложена классификация ее потенциальных последствий. Проанализирована динамика показателей, характеризующих состояние рынков электросетевых услуг в регионах Российской Федерации. Выявлены проблемы, связанные с практической реализацией мер по консолидации электросетевого комплекса. Даны предложения и рекомендации по совершенствованию механизмов консолидации электросетевого комплекса, направленные на достижение ее ключевых целей и обеспечение максимальной эффективности функционирования отрасли. Статья подготовлена в рамках выполнения научно-исследовательской работы государственного задания РАНХиГС.
