La montagna nella legislazione italiana: dagli interventi di settore alla tutela del paesaggio

Abstract

La montagna italiana ? stata oggetto di vari interventi legislativi nel corso, ormai, di pi? di un secolo. Alcuni di quegli interventi hanno dato luogo a politiche settoriali (per il bosco, per le acque) in funzione di interessi, in genere di sviluppo dell?industria idroelettrica, esterni a quelli della montagna e delle popolazioni in essa residenti. Altri interventi, pur intendendo favorire le zone montane e i loro abitanti, hanno messo in campo modelli, strumenti e risorse limitati e alla fine inefficaci. Nel complesso, la legislazione e le politiche finora seguite appaiono per lo pi? artificiose, a causa del carattere uniforme e centralistico della loro impostazione. Il recente venir meno delle politiche per la montagna nell?attuale situazione di crisi deve perci? essere l?occasione per riprendere un cammino diverso, riportando l?attenzione sulle notevoli diversit? delle zone montane e delle loro vocazioni, e ridando "voce" alle popolazioni montane. In questa direzione utili indicazioni vengono anche dalla Convenzione europea del paesaggio
