Abstract

From the foundation of the Indonesian economic system as mentioned above (Pancasila, UUD 1945, TAP MPRS No. XXIII / 66 and GBHN-GBHN 1973, 1978, 1983, 1988, 1998, 1999), it is clear that the Indonesian economy is guided by popular ideology.Developing the optimal policy in empowering the people's economy is not an easy job. Problems such as finding a balance between intervention and participation, resolving conflicts of interest, finding the most effective policy instruments, improving delivery mechanisms are not small challenges. What can be done is to try to make it possible for the people's economic empowerment policies to realize a developing people economy - borrowing the very famous jargon - from the people, by the people, and the people.
