Abstract

In this article a cost-benefit analysis is used to consider the social yield of a hypothetical rescue of the freeways toll in Catalonia. The analysis, based in the traffic flows in the Catalan road network in the 2001 and in simulations for the later years, tries to systematize and quantify all the cost and profit differentials between a direct toll and indirect toll in freeways 'public financing'. The results, after a sensitivity analysis, suggest it is a socially profitable measure and that could be sustainable budgetary depending on the increase on induced traffic.
