Turkiye’deki Belediye Baskanlarinin Liderlik Tarzi ve Liderlik Tarzini Etkileyen Faktorler

Abstract

Liderlik tarzi gerek ozel ve gerekse kamu orgutlerinin sahip oldugu kaynaklarini verimli ve etkin bir bicimde kullanmasinda onemli bir rol oynamaktadir. Ozellikle merkezden yonetim yerine yerinden yonetimin yaygin olarak uygulanmaya kondugu gunumuz kosullarinda, yerel yonetimlerin basinda gelen belediyeler cok onemli fonksiyonlara sahiptir. Belediyelerin tepe yoneticisi konumunda olan belediye baskanlari, uygulamis olduklari liderlik tarzlariyla, belediye hizmetlerinin en etkin ve verimli bir sekilde sunulmasinda onemli rol oynamaktadir. Bu nedenle yapilan bu calisma ile Turkiye’deki belediye baskanlarinin liderlik tarzlari arastirilmis ve bu liderlik tarzlarini etkileyen faktorler belirlenmeye calisilmistir. Yapilan calismanin sonucunda Turkiye’deki belediye baskanlarinin cogunlugunun demokratik liderlik tarzi sergiledikleri, bunun yaninda otokratik ve serbestiyetci liderlik tarzlarini da benimseyen belediye baskanlarinin da azimsanamayacak sayida oldugu gorulmustur. Arastirmada, belediye baskanlarinin benimsedikleri liderlik tarzinda; yasin, siyasette kaldigi surenin, yerlesim yeri turunun, daha once bu gorevi yapip yapmadiginin ve ozellikle de ait oldugu siyasi partinin belirleyici rol oynadigi saptanmistir.
