Consumer surplus and pricing of transport infrastructures: The legacy of Jules Dupuit

Abstract

•An essential contribution from Jules Dupuit on the optimal toll is based on the concept of surplus loss.•Although the function is maximal when the price is zero, Dupuit explained that a toll could be justified.•An optimal toll can be calculated as a function of the scarcity coefficient of public funds.
