Transnational higher education in the United Kingdom: An up-date

Abstract

This paper updates a review of offshore enrolments of overseas students registered for undergraduate and postgraduate degrees at British universities which was undertaken in the mid-1990s. Two main conclusions can be drawn from this review update. First, the future prospects for transnational higher education in the UK are quite uncertain. In particular, the growth of offshore overseas students has declined significantly during the last five years or so and overall enrolments could fall appreciably during the next five-ten years. And secondly, in the face of low financial returns to the bulk of offshore courses coupled with other non-financial factors, UK universities are increasingly rationalising/consolidating their offshore provision. In particular, among those universities which are in a position to do so, more emphasis is being given to higher-return collaborative courses with overseas partners.
