Abstract

It has been clear for some time that steps have been underway in the Soviet Union in the direction of decentralization of industry, creation of greater freedom of consumer choice, and the encouragement of enterprize. In this article Professor Milner details how these moves are being implemented by creating new collective bodies and putting much greater responsibility for results at the level of industrial management. He also describes the role of workers' councils and trade unions in effecting the new industrial strategy.
