Innovation -- The pilot project system in the Federal Republic of Germany

Abstract

Smaller and medium sized firms (SMEs) are recognised to be at a disadvantage in innovation since they lack their own R & D base and have few means of access to R & D and innovative technological developments created elsewhere. In this article the author describes the system being developed in the German Federal Republic and highlights its strengths as flexibility, regional basis and being easy and relevant to communicate with. He argues that these are necessary conditions for effective innovation transfer to SMEs, and that French and other countries should borrow these principles.
