Abstract

Examina el considerable grado de centralización de los países de la región para plantear la necesidad de construir política y socialmente las regiones, a fin de colocarlas en condiciones de recibir a través de proyectos descentralizadores cuotas adicionales de poder político, que les permitan desatar todo su potencial de desarrollo.
