Problemas sociales y económicos en Cuba durante la crisis y la recuperación

Abstract

Hasta 1989, la política social en Cuba logró avances muy notables en educación, salud, seguridad social, empleo y distribución. El colapso del campo socialista y otros factores internos y externos provocaron una severa crisis que tocó fondo en 1993 y deterioró casi todos los indicadores sociales. Las modestas reformas orientadas al mercado en 1993-1996 lograron una recuperación parcial, pero luego se paralizaron y se han revertido a partir del 2003. Los indicadores sociales mejoraron después de 1994, pero en 2003 varios de ellos no recuperaban aún el nivel de 1989 y la pobreza y la desigualdad habían aumentado. Este artículo evalúa la evolución económica y en especial la evolución social de Cuba en 1989-2004, basándose en estadísticas y publicaciones cubanas, así como en documentos de la CEPAL y en un trabajo reciente sobre aspectos económicos y sociales en 1997-2002, publicado conjuntamente por la CEPAL, el Instituto Nacional de Investigaciones Económicas de Cuba y el Programa de las Naciones Unidas para el Desarrollo. /
