Gründungszuschuss: ein erfolgreiches Instrument steht zur Disposition

Abstract

Der Gründungszuschuss ist eines der erfolgreichsten Instrumente der Bundesagentur für Arbeit. Er unterstützt auf effektive Weise Gründer aus Arbeitslosigkeit auf ihrem Weg in die Selbständigkeit. Weil zu viel Mitnahme und zu wenige nachhaltige Gründungen befürchtet werden, soll nun zur Effizienzerhöhung der Rechtsanspruch auf diesen Zuschuss in eine Ermessensleistung umgewandelt, das Budget um 74 Prozent gekürzt und die Laufzeit des Zuschusses von neun auf sechs Monate reduziert werden. Mehrere Untersuchungen zeigen jedoch, dass weder Mitnahmeeffekte noch Kümmerexistenzen im verlautbarten Umfang auftreten. Kommt die Reform wie geplant, werden viele förderwürdige Gründer keinen Zuschuss mehr erhalten. Bleiben diese in der Folge länger arbeitslos oder gründen sie unter Nutzung von Arbeitslosengeld I, dürfte die Budgetkürzung im Gründungszuschuss zu keinen echten Einsparungen für die Bundesagentur für Arbeit führen. Daher ist von den Reformelementen Budgetkürzung und Ermessensleistung abzuraten. Neben der effizienzerhöhenden Laufzeitverkürzung sollte stattdessen eher die Businessplanüberprüfung weiter entwickelt werden.
