"Selbstverpflichtung" der Wirtschaft zur CO2-Reduktion: kein Ersatz für aktive Klimapolitik

Abstract

Kurz vor Beginn des Klimagipfels in Berlin haben einige Industrieverbaende der Bundesregierung das Angebot unterbreitet, "auf freiwilliger Basis ... besondere Anstrengungen zu unternehmen, ihre spezifischen CO2-Emissionen bzw. den spezifischen Energieverbrauch bis zum Jahr 2005 (Basis 1987) um bis zu 20 Prozent zu verringern." Im Gegenzug erwarten sie von der Bundesregierung den Verzicht auf Klimaschutz- und Energiesteuern sowie auf die Waermenutzungsverordnung. Der Notwendigkeit einer drastischen Reduktion der Treibhausgasemissionen sowie dem Ziel der Bundesregierung, die absoluten CO2Emissionen von 1987 bis 2005 um 25 bis 30 vH zurueckzufuehren, wird dieses Angebot indes nicht gerecht. Ein Verzicht auf breit angelegte, verbindliche Massnahmen im Tausch gegen unzureichende Selbstverpflichtungen muesste als Signal verstanden werden, dass die Bundesregierung ihr selbstgestecktes Klimaschutzziel nicht mehr verfolgen will. Damit liefe sie Gefahr, ihre klima- und umweltpolitische Glaubwuerdigkeit zu verlieren.
