Hohe Ersatzinvestitionen in Verkehrswege erforderlich

Abstract

Mit 975 Mrd. DM repräsentierten die Verkehrswege der Bundesrepublik Deutschland 1990 etwa 8 vH des Brutto-Anlagevermögens aller Wirtschaftsbereiche. Um sie zu erhalten und um die Qualität der Verkehrswegeanlagen in den neuen Bundesländern an den Standard in Westdeutschland anzugleichen, sind im Zeitraum von 1991 bis 2010 Investitionen von rund 500 Mrd. DM - zu Preisen von 1990 - erforderlich. Jeweils die Hälfte davon entfällt auf die Bundesverkehrswege und auf die Verkehrswege der Länder und Kommunen. Mit zunehmendem Bestandsteigen auch die zur Substanzerhaltung notwendigen Ausgaben, und der Nachholbedarf aufgrund unterlassener Erhaltungsmaßnahmen und Qualitätsverbesserungen ist in den neuen Bundesländern sehr groß. Für den Zeitraum von 1991 bis 2010 sind rund zwei Drittel des im Bundesverkehrswegeplan 1992 (BVWP '92) veranschlagten Finanzvolumens durch Ersatz- und Nachholbedarf sowie die übrigen "indisponiblen" Bedarfsbereiche - Überhang aus laufenden Projekten, noch nicht realisierter "vordringlicher Bedarf" des BVWP '85 und die" Verkehrsprojekte Deutsche Einheit" - festgelegt.
