Zwischen Ökonomisierungsangst und Wachstumseurophorie: zur Governance der Arbeit im Pflegesektor

Discussions concerning the future of employment in the care sector currently paint a contradictory picture. Whereas on the one hand the prospects for growth and employment are emphasized, there is on the other hand a growing concern in the face of an increasing economization and insecurity in care work. This paper reflects upon these findings against the background of the institutional arrangements for industrial relations from the standpoint of employer’s organizations in the care sector. Generally the uniform, branch-wide representation and negotiation structures of the organized social partners within industry are an important impulse to ensure that the competition of providers is predominantly conducted on the basis of the price and quality of their respective products and services. Competition amongst providers at the cost of working standards and employment conditions is as such effectively contained. In contrast, the fragmented structures, logics of action and routines of the organized social partners in the care sector promote a downward spiral in respect of the standards for working conditions and remuneration levels. On this basis, the economization of care work can be interpreted as a direct result of the organized powerlessness in the field of industrial relations. Paradoxically, this “crisis” could pave the way for new institutional arrangements and a reorganization of social partnerships in the care sector. Diskurse zur Zukunft der Arbeit im Pflegesektor zeichnen derzeit ein widersprüchliches Bild. Einerseits werden Wachstums- und Beschäftigungsperspektiven betont, andererseits wächst die Sorge um eine weitere Ökonomisierung und Prekarisierung von Pflegearbeit. Der vorliegende Beitrag reflektiert diesen Diskurs vor dem Hintergrund der institutionellen Arrangements der Arbeitsbeziehungen aus der Perspektive von Arbeitgeberorganisationen im Pflegesektor. Normalerweise sind einheitliche und branchenweite Repräsentations- und Verhandlungsstrukturen der organisierten Sozialpartner in der Wirtschaft ein wichtiger Impuls dafür, dass Anbietervorwiegend über Preise oder die Qualität ihrer Produkte und Dienstleistungen konkurrieren. Eine Konkurrenz der Anbieter zu Lasten der Arbeits- und Beschäftigungsbedingungen kann so eingedämmt werden. Die fragmentierten Strukturen, Handlungslogiken und -routinen der organisierten Sozialpartner im Pflegesektor befördern demgegenüber eine Abwärtsspirale hinsichtlich der Standards von Arbeitsbedingungen und Entgelten. Hiervon ausgehend kann die Ökonomisierung der Pflegearbeit als Ergebnis organisierter Machtlosigkeit in den überbetrieblichen Arbeitsbeziehungen interpretiert werden. Paradoxerweise könnte diese „Krise“ jedoch den Weg für neue institutionelle Arrangements und eine Re- Organisation der Sozialpartnerschaft im Pflegesektor bereiten.
