Abstract

Представеното в статията изследване има за цел да разкрие потенциала за разширяване и интензифициране на публично-частните партньорства при изпълнението на транспортни инфраструктурни проекти. Предмет на изследването са съществуващите инструменти за насърчаване на ПЧП в транспортния сектор. В статията е представен анализ на европейския опит и резул¬тати от прилагането на инструменти за насърчаване на ПЧП в транспортния сектор. Обобщен е опитът на Европейската инвестиционна банка при използването на тези инструменти, които ще придобиват все по-важно значение след промяна в начина на използване на структурните фондове и отпускането на европейско финансиране за инфраструктурните проекти след 2020 г. Направен е критичен анализ на възможните форми за прилагане на ПЧП в транспортния отрасъл, дефинирани са областите на приложение и ползите от тях и са очертани основните проблематични области пред публичния и частния сектор при прилагане на ПЧП като форма за финансиране на проектите за изграждане на транспортна инфраструктура в страната.
