Regionen, Ebenen, Netzwerke: Interregionale Gewerkschaftskooperation im IGR Westpannonien

Abstract

Mit der Gründung interregionaler Gewerkschaftsräte (IGRs) haben sich Gewerkschaften in den letzten Jahrzehnten neu als regionale Akteure konstituiert. Der Kern interregionaler Kooperation liegt in der Arbeitsmarktkontrolle 'von unten', um - angesichts oft großer Disparitäten im Arbeitsmarkt - Minimumstandards bei Löhnen, Sozialleistungen und Arbeitsbedingungen zu schützen. In Zuge dieser "Entdeckung der (inter-)regionalen Ebene" haben sich auch neue Handlungsformen, Beschäftigte zu beraten und zu organisieren, herausgebildet, ebenso wie Bemühungen, GewerkschafterInnen und BetriebsrätInnen zu vernetzen und damit Kooperation in Kollektivverhandlungen zu unterstützen. Der Beitrag skizziert und diskutiert grundlegende Rahmenbedingungen interregionaler Gewerkschaftsarbeit und präsentiert Material aus einer Fallstudie des IGR Westpannonien zwischen dem Burgenland und Westungarn.
