Migration du travail qualifie et formation de capital humain dans les pays en developpement : un modele stylise et une revue de la litterature recente

Abstract

Cet article propose un modele stylise permettant d'etudier, dans un cadre analytique unifie, les differents mecanismes par lesquels l'emigration de travailleurs qualifies affecte la formation de capital humain dans les pays en developpement. Pour chacun des canaux envisages -effets de fuite, role des migrations temporaires, incitations liees aux perspectives de migrations, impact des envois de fonds des travailleurs migrants, et effets de reseaux-, nous indiquons les conditions theoriques necessaires a l'obtention d'un effet de long terme positif et presentons l'etat des lieux de la litterature theorique et empirique sur ces questions.
