L'environnement, nouvel obstacle au commerce de produits agricoles et alimentaires

Abstract

La prise en compte de l'environnement et des risques specifiques de nature biologique ou informationnelle qui y sont associes justifie la mise en place de mesures aux frontieres. Mais l'utilisation protectionniste de telles mesures est probable. En particulier, dans l'agriculture, l'environnement pourrait constituer le biais par lequel les mesures de protection non tarifaires, supprimees a l'issue de l'Uruguay Round, pourraient etre reintroduites. Afin de dissocier du protectionnisme ce qui releve de mesures justifiees, nous passons en revue les mesures environnementales appliquees dans les differents pays du monde, pour l'ensemble des 5000 produits du commerce international. Nous trouvons que 30% des 680 milliards de US$ d'importations mondiales effectivement touchees par des " mesures " environnementales concernent des produits agricoles. De facon inattendue, l'utilisation de ces mesures est plus fortement repandue parmi les principaux pays du groupe CAIRNS.
