Diskussion um Basel IV: Übermäßige Belastung für europäische Banken oder noch zu lax?

Abstract

Die Diskussion um neue Regelungen zur Bankenaufsicht hat noch kein Ende gefunden. Der Baseler Ausschuss sollte bei einem Treffen Anfang Januar die letzten Details klären, um »Basel III zu vollenden« oder »Basel IV« zu errichten. Doch das Treffen musste verschoben werden. Kontrovers diskutiert wurden vor allem Vorschläge zur weiteren Verbesserung der Eigenkapitalausstattung der Banken. Jochen Zimmermann, Universität Bremen, hat gute Gründe gegen die Forderung des Baseler Ausschusses, eine höhere Kapitalausstattung von Banken zu verlangen, zu sein. Das gegenwärtige Regulierungsmodell sei nicht zu lax, sondern es tue das Falsche, und mehr des Falschen mache es keinesfalls gut. Stephan Paul, Ruhr-Universität Bochum, empfiehlt, der Baseler Ausschuss solle ein geschlossenes Konzept für die Weiterentwicklung der Normen verfolgen. Basel III genüge den Anforderungen derzeit zu wenig, ein gründliches Aufarbeiten der Defizite im Rahmen eines »Basel IV« sei unvermeidlich. Thomas Heidorn, Frankfurt School of Finance & Management, und Christian Schmaltz, Aarhus Universität, bemerken, dass seit der Finanzkrise eine regulatorische Änderung auf die nächste folge. Es sei an der Zeit innezuhalten, um dem Risikomanagement die Zeit zu geben, sich zu konsolidieren. Man sollte den Risikomanagern wieder etwas Zeit geben, einen Blick auf die möglichen individuellen Risiken ihres Instituts zu werfen, »statt der Implementierung der nächsten regulatorischen Veränderung hinterher zu hecheln«. Nach Ansicht von Michael Torben Menk, Universität Siegen, sollten unterschiedliche Geschäftsmodelle auch unterschiedlich reguliert werden. »Basel IV« würde die Banken übermäßig stark belasten. Lothar Jerzembek, Bundesverband Öffentlicher Banken Deutschlands, sieht die Gefahr, dass die deutschen Banken mit »Basel IV« nicht mehr wie bisher in der Lage wären, die Dienstleistungen für die deutschen Wirtschaft, speziell den Mittelstand, zu erbringen. Ausländische Akteure würden noch mehr in das Bankgeschäft einsteigen und es partiell gegebenenfalls übernehmen. Für Karen Braun-Munzinger und Korbinian Ibel, Europäische Zentralbank, ist dagegen ein erfolgreicher Abschluss von Basel III wichtig. Gebe man den Banken genug Zeit, können sie auf die gestiegenen Anforderungen reagieren. Klare internationale Regeln, die vollständig und akkurat umgesetzt werden, könnten weiterhelfen.
