Abstract

Auch Joachim Ragnitz, ifo Dresden, sieht die Chance, durch die anstehenden Neuverhandlungen der Bund-Länder-Finanzbeziehungen ein in sich konsistentes System zu beschließen. Er plädiert für einen Ersatz des horizontalen Ausgleichssystems durch ein vertikales Zuteilungssystem.
