Auswirkungen von Regulierung auf das Investitionsverhalten in Netzindustrien: Die europäische Telekommunikationsindustrie

Abstract

Lars-Hendrik Röller, European School of Management and Technology, Berlin, diskutiert, wie sich die Regulierung im Telekommunikationssektor auf Investitionen in die IKT-Infrastruktur von Netzeignern und Wettbewerbern auswirkt. Neue Forschungsergebnisse deuten darauf hin, dass die Intensität der Regulierung im internationalen Vergleich erhebliche Auswirkungen auf die privatwirtschaftlichen Investitionen in die IKT-Infrastruktur hat. Eine Regulierung, die dem etablierten Netzbetreiber nicht die Möglichkeit lässt, genügend Erträge aus den Netzinvestitionen zu erzielen, verringert die Investitionstätigkeit. Eine Änderung des Regulierungsrahmens und der deutschen Regulierungspraxis könnte erhebliche privatwirtschaftliche Investitionen in neue breitbandige IKT-Infrastrukturnetze bewirken, die sowohl kurzfristig gesamtwirtschaftliche Nachfrage schaffen als auch langfristig die Basis für dynamischeres Wachstum legen.
