Industrienahe Technologiepolitik in China – Gefahr für die technologische Wettbewerbsfähigkeit Deutschlands?

Abstract

Trotz der Initiative zu Steigerung der Innovationskraft des Landes wird China nach einer Studie des ifo Instituts nicht innerhalb absehbarer Zeit zu einer »Wissensfabrik der Welt« avancieren, auch wenn der technologische Rückstand Chinas gegenüber den Industrieländern allmählich schrumpft. Anders als in Deutschland und in den anderen westlichen Industrieländern ist der technologische Fortschritt in China immer noch stark von Institutionen außerhalb der Unternehmen geprägt, während in den meisten OECD-Ländern der Unternehmenssektor die primär treibende Kraft für Forschung und Innovation darstellt. Auf der anderen Seite hat das chinesische Innovationssystem den Vorteil, dass strategische Masterpläne auch gegen Einzelinteressen durchgesetzt werden können und dass gewaltige Geldbeträge eingesetzt werden. Zumindest auf kurze Sicht gehen von einem solchen industriepolitischen Kurs starke Impulse auf die Wirtschaft aus. Eine andere Frage ist, wie nachhaltig ein solcher industriepolitischer Weg ist, der zum Teil die Unternehmen nicht »mitnimmt«. Deutschland hat eine gute und breite wissenschaftliche und technologische Basis und gehört auf vielen Gebieten zu den führenden Nationen. Um diese Position zu halten ist es aus technologiepolitischer Sicht erforderlich, auf die »chinesische Herausforderung« – wie auch auf diejenige anderer Länder – mit einer Verstärkung der Bildungs- und Innovationsanstrengungen zu reagieren.
