Reform des deutschen Gesundheitswesens: Bürgerversicherung oder Pauschalbeiträge?

Abstract

Während die Arbeit der Rürup-Kommission über die Zukunft der deutschen Sozialversicherungssysteme, speziell über die der Krankenversicherung, in ihre entscheidende Phase trat, veranstalteten die Akademie für Politische Bildung, Tutzing, und das ifo Institut Ende März eine dreitägige Fachkonferenz über »Reformoptionen im deutschen Gesundheitswesen«. Die Stellungnahmen der Gesundheitsexperten aus Politik und Wirtschaftswissenschaft sowie der Verbandsvertreter beleuchteten die vielfältigen Aspekte der Problematik und lösten lebhafte Diskussionen aus. Eine zentrale und besonders kontrovers diskutierte Frage war dabei, ob die Reformen in die Richtung einer Bürgerversicherung gehen oder vielmehr Pauschalbeiträge anstreben sollten. Auf der Tagung wurden die entsprechenden Positionen von Karl Lauterbach und einem Vertreter des Sachverständigenrats zur Begutachtung der gesamtwirtschaftlichen Entwicklung vorgestellt. Wie sich bald darauf zeigte, hat sich auch die Rürup-Kommission in dieser Frage nicht einigen können. In diesem Beitrag sind die wichtigsten Argumente pro und contra dargelegt.
