Warten auf Operationen - ein internationaler Vergleich

Abstract

In etlichen europäischen und außereuropäischen Ländern ist es im Rahmen des öffentlichen Gesundheitswesens nicht möglich, eine nicht lebensnotwendige Operation ohne lange Wartezeiten durchführen zu lassen. In Deutschland und manchen anderen Industrieländern sind derartige Wartezeiten dagegen noch unbekannt. Der Artikel stellt zunächst das Ausmaß der Wartezeiten im internationalen Vergleich dar und untersucht deren Ursachen. Er kommt zu dem Ergebnis, dass permanente und erhebliche Wartezeiten eine effektive, aber volkswirtschaftlich ineffiziente Methode der Einschränkung der Nachfrage nach Gesundheitsdienstleistungen sind. Bei einer Reform des Gesundheitswesens sollte man sich deshalb vorzugsweise des Lenkungsinstruments der Preise (differenzierte Zuzahlungen für im Prinzip alle Leistungen oder Zuzahlungen für einen Zusatzkatalog von Leistungen) bedienen.
