Familienpolitik: Das "Familiengeld"-Konzept der CDU/CSU-Bundestagsfraktion

Abstract

Die CDU/CSU-Fraktion im Deutschen Bundestag erwägt die Einführung eines sogenannten "Familiengeldes", durch das die finanziellen Maßnahmen zu Gunsten von Familien mit Kindern im Vorschulalter stärker gebündelt und ausgebaut werden sollen. Das ifo Institut hat im Auftrag der Fraktion die Wirkungen der Reformpläne untersucht, mit denen zugleich eine neue Gesamtkonzeption der deutschen Familienpolitik angestrebt wird. Anlass für die Pläne, die einen besonderen Schwerpunkt bei jungen Familien setzen, geben auch die Beschlüsse des Bundesverfassungsgerichts vom 10. November 1998, die bis zum Jahre 2002 in mehreren Stufen ohnedies eine Neuregelung erforderlich machen, zumindest was die einkommensteuerliche Behandlung von Familien betrifft. Die Ergebnisse des Gutachtens wurden bereits am 16. Dezember 1999 in Berlin in einer Pressekonferenz vorgestellt.
