Verdeckte Arbeitslosigkeit in der DDR

Abstract

Geht man in der DDR von bisherigen Produktions- und Absatzbedingungen aus,so wird die verdeckte Arbeitslosigkeit auf 15% der Gesamtbeschäftigung, das sind 1,4 Mill. Beschäftigte, geschätzt. Weitere Fakten belegen dies: tägliche Stillstandszeiten der Produktion im Durchschnitt 18-25%, Arbeitszeitausfall von 11%, Ausfallzeiten bei Materiallieferungen in Höhe von 13%. Eine andere Ursache liegt in dem auf 2-15% der Gesamtbevölkerung geschätzten personellen Aufwand für soziale und politische Aufgaben. Unter neuen Produktions- und Absatzbedingungen wird eine Schätzung der erwarteten Beschäftigungsentwicklung bis zum Jahresende 1991 vorgenommen. Im Einzelnen: Das geschätzte Potential an verdeckter Arbeitslosigkeit von 15-30% wird zu offener Arbeitslosigkeit übergehen. Es wird mit einem Jahresdurchschnitt 1991 von 1,5 Mill. gerechnet. Abbau von Arbeitsplätzen und Entstehung neuer Arbeitsplätze sollten nicht durch Arbeitskämpfe gefährdet werden und von sozialen Absicherungsmaßnahmen begleitet sein. Es bedarf erheblicher Anstrengungen seitens staalicher Wirtschaftspolitik,westlicher Unternehmen und der Bevölkerung der DDR.
