Ist die Angleichung zwischen Ost und West einstatistisches Artefakt?

Abstract

Ein wichtiger Indikator, mit dessen Hilfe die „Angleichung der Lebensverhältnisse“ zwischen Ost- und Westdeutschland gemessen werden soll, ist das (nominale) Bruttoinlandsprodukt (BIP) je Einwohner. Wie inzwischen allgemein bekannt ist, sind die Konvergenzfortschritte in den letzten Jahren eher gering: Wurde im Jahr 2005 in den ostdeutschen Flächenländern ein Niveau des BIP je Einwohner von 64,4 % des westdeutschen Durchschnittswerts erreicht, waren es im Jahr 2011 nach jüngsten Angaben des ARBEITSKREISES VOLKSWIRTSCHAFTLICHE GESAMTRECHNUNGEN (VGR) DER LÄNDER gerade einmal 66,6 %.1 Zwar ist das BIP je Einwohner von 2005 bis 2011 in Ostdeutschland (ohne Berlin) mit 19,2 % stärker gestiegen als in Westdeutschland (15,2 %); wegen der bestehenden Niveauunterschiede zwischen Ostund Westdeutschland ist der Abstand des Bruttoinlands - produkts pro Kopf – in absoluten Werten gerechnet – aber sogar noch größer geworden (Differenz zwischen Ost- und Westdeutschland 2005: 10.303 €; 2011: 11.131 €).
