Skaleneffekte in der Bereitstellung des kommunalen Angebotes sächsischer Gemeinden

Abstract

Die sächsischen Gemeinden stehen vor großen haushaltspolitischen Herausforderungen. Eine sich ändernde Bevölkerung und perspektivisch sinkende Einnahmen erfordern eine Anpassung des zukünftigen kommunalen Leistungsangebotes. Inwiefern sich die öffentlichen Ausgaben an eine Bevölkerungsveränderung anpassen lassen, hängt dabei unter anderem davon ab, inwiefern bei der Bereitstellung des Gutes Skaleneffekte auf die Kosten der Bereitstellung wirken. Dieser Artikel untersucht die Existenz von Skaleneffekten für die sächsischen Gemeinden. Die Ergebnisse deuten darauf hin, dass sich die Pro-Kopf-Ausgaben der sächsischen Gemeinden für ihr Leistungsangebot weitgehend proportional an die Bevölkerung anpassen lassen.
