Aides au retour à l'emploi et activité des femmes en couple

Abstract

The debate on financial incentives to work did not end with the creation of the ?Prime pour l?emploi? (PPE). In particular, the treatment of family dimension is a crucial aspect whose implications are not well established. For instance, some reform are means-tested at the household income level ? the suggested ?Allocation compensatrice de revenu? (ACR) or the British WFTC ? and would imply a disincentive effect on married women whose partner is active and eligible to the benefit. Thought as an individual policy measure, the PPE is also conditioned on household income. I use a structural model of labour supply to compare the potential effects on married women activity of three in-work benefits, namely the 2003 version of the PPE, a family-sized measure (the ACR) and an individualized measure.
