Abstract

Security is often regarded as a good to be provided by the state. However, in practice we rather observe a combination of governmental and private responsibilities. From an institutional economics perspective this paper intends to reasonably locate the responsibility for security of the state, of private households and private companies, and of private security companies. The concept refers to two well-known kinds of responsibility: a responsibility for provision and a responsibility for production. This paper claims that a debate on ‘privatization of security’ is fruitful only if these two levels of provision and production are differentiated. Moreover, within this framework the problem of potential repression, being a special feature of security services, is given more attention, than it has been so far in the literature of security economics.
