Probleme der Arbeitszeitgestaltung im Krankenhaus: Erfahrungen aus der Evaluation eines Modellprojekts

Abstract

Gegenstand des Aufsatzes sind Erfahrungen aus der Evaluation eines Modellprojekts, das im Auftrag des Landes NRW ausgewählte Krankenhäuser bei der Umsetzung des Arbeitszeitgesetzes beraten hat. Neben den strukturellen Schwierigkeiten der Arbeitszeitgestaltung im Krankenhaus, die sich aus seiner komplexen Gesamtorganisation ergeben, sind hier vor allem Probleme der Ausgestaltung des Arbeitsbündnisses zwischen Berater und Klient von Interesse: Wie kann es der Beratung gelingen, in einem Handlungsfeld, welches ihr Auftraggeber nicht kontrolliert, dessen politischen Zielvorgaben zur Geltung zu bringen, auch wenn diese zumindest nicht unmittelbar im Interesse aller Beschäftigten im Krankenhaus liegen? Welche Schlußfolgerungen sind aus dieser Konstellation der “Beratung im Dreieck”, die für öffentlich geförderte Beratungsprojekte nicht unüblich sein dürfte, zu ziehen? Der Text stellt einen Diskussionsbeitrag zu diesen Problemen dar.
