Flexible Erwerbsbürgerschaft auch für Frauen?: Herausforderungen der Arbeitsmarkt-, Familien- und Bildungspolitik in Deutschland

Abstract

Ausgangspunkt des Beitrags ist die jüngere politische Orientierung am Leitbild ‘flexibler Erwerbsbürgerschaft’. Sie wird in einigen europäische Länder bereits seit längerem in Form einer aktivierenden Arbeitsmarkt- und Sozialpolitik realisiert. Für die Bundesrepublik, so die hier vertretene These, stellt die Orientierung an einer ‘Beschäftigungsfähigkeit für alle’ eine besondere Herausforderung dar. Denn die sozialstaatlichen Rahmenbedingungen sind auch im wiedervereinigten Deutschland nach wie vor vorrangig an der Arbeitsmarktteilhabe eines männlichen Familienernährers und weniger an der Beschäftigungsfähigkeit von Frauen bzw. von Eltern orientiert. Der Beitrag diskutiert strukturelle Rahmenbedingungen und Reformoptionen in den Bereichen Arbeitsmarkt-, Familien- und Bildungspolitik und fragt abschließend nach dem demokratischen Potential flexibler Erwerbsbürgerschaft.
