Fachkräftemangel: Blockieren Qualifikationsdefizite die New Economy?

Abstract

Die IT-Branche steht seit wenigen Jahren im Mittelpunkt der Aufmerksamkeit von Politik und Wirtschaft. Trotz Börsencrash und zunehmender Pleiten bei Internetfirmen und trotz Tausender arbeitsloser IT-Experten klagt die Branche lauthals über Fachkräftemangel und dadurch bedingte Wachstums- und Arbeitsplatzverluste. Wie aber ist es möglich, dass bei einem unübersehbaren Heer von Arbeitslosen Arbeitsplätze nicht besetzt werden können? Was sind die tieferen Ursachen für diese scheinbar urplötzlich aufgetauchte Arbeitskräftelücke? Gibt es eine solche “Lücke” tatsächlich? Oder spiegelt sie lediglich den sattsam bekannten Wunsch der Unternehmen nach “olympiareifen Belegschaften” wider? Der Artikel befasst sich mit Antworten auf diese Fragen. Die Klagen über den Fachkräftemangel als “Wachstumsbremse” der “New Economy” unterstellen einen Zusammenhang zwischen der Verfügbarkeit von Arbeitskräften und dem Produktionswachstum. Deshalb gilt es zunächst, mehr Licht in den Zusammenhang von Arbeit, Wissen und Wirtschaftswachstum zu bringen, bevor die These vom Fachkräftemangel als Wachstumsbremse für die New Economy genauer überprüft wird.
