Médicos y maestros en Bolivia: Un diagnóstico de sus ingresos relativos

Abstract

Los ingresos obtenidos por los profesionales del magisterio y del servicio de salud, ¿son altos o bajos? O lo que es lo mismo, ¿están bien pagados estos profesionales? El presente documento responde a esta pregunta, contrastando los ingresos de estos profesionales con ‘grupos comparables’ y evaluando su posición en la distribución de ingresos de la población. Además, se examina la evolución de las diferencias de ingreso entre grupos, para los periodos 2006-2009 y 2014-2017, una vez identificadas sus características observables. Posteriormente, se analiza en qué parte de la distribución de ingresos son más pronunciados los bajos o altos pagos a profesores y médicos. Para esto se utiliza la descomposición de Oaxaca-Blinder, de Ñopo, y la metodología de la función de influencia recentrada. Se encuentra que estos profesionales tienden a pertenecer al quintil 4 y 5 de ingresos; hay indicios de que estuvieron mal pagados y que las pronunciadas brechas por cuantiles varían entre los grupos de análisis.
