De‐peripheralization and rural land capitalization: An empirical study of a public–private partnership in Zhaoqing, China

Abstract

Classical urban geography theories determine the distribution of population, production and economic activities on geospatial features. Under this assumption, peripheral regions are rarely prosperous. Depopulation, weak industrial and employment structure and inefficient and fragmented land use form a negative feedback loop. Within the context of economic revitalization of peripheral area, this paper introduces an innovative Chinese practice on de‐peripheralization on the basis of two months of empirical research on the ‘two‐stage land demutualization reform’ in Zhaoqing, a city located at the peripheries of the Pearl River Delta (PRD). The reform successfully bonds the local stakeholders, stimulates the economy and resolves the land value capturing issue in urbanization. Local farmers in Zhaoqing founded an investment company with agricultural fields demutualized into stock shares and collaborated with the local government in improving local infrastructures and promoting economic investment in the secondary/tertiary sector. An in‐depth profile of the public–private partnership mechanism is collected through semi‐structured interviews conducted with locals. The results of the policy evaluation show that the rural land capitalization and inclusive design of the partnership regime removed the institutional barriers to socio‐economic development and brought attraction to the underprivileged area. The proposed joint development and value sharing policy framework contribute to the literature of institutional renovation for economic de‐peripheralization, especially for practices in land readjustment and zoning, resident resettlement, local employment provision and value capturing. Las teorías clásicas de la geografía urbana determinan la distribución de la población, la producción y las actividades económicas en las características geoespaciales. Según este supuesto, las regiones periféricas raramente son prósperas. La despoblación, las débiles estructuras industriales y de empleo y el uso ineficiente y fragmentado del suelo forman un bucle de retroalimentación negativa. En el contexto de la revitalización económica de las zonas periféricas, este estudio presenta una innovadora práctica china de desperiferización, para lo cuál se empleó dos meses de investigación empírica sobre la ‘reforma de desmutualización del suelo en dos fases’ en Zhaoqing, una ciudad situada en la periferia del Delta del Río de las Perlas (PRD, por sus siglas en inglés). La reforma vincula con éxito a los agentes locales, estimula la economía y resuelve el problema de la captación del valor del suelo mediante la urbanización. Los agricultores locales de Zhaoqing fundaron una sociedad de inversión con campos agrícolas desmutualizados en acciones y colaboraron con el gobierno local en la mejora de las infraestructuras locales y el fomento de la inversión económica en los sectores secundario y terciario. Se hizo uso de las entrevistas semiestructuradas con la población local para definir un perfil en profundidad del mecanismo de asociación público‐privada. Los resultados de la evaluación de la política muestran que la capitalización del suelo rural y el diseño inclusivo del régimen de asociación eliminaron las barreras institucionales al desarrollo socioeconómico y aportaron atractivo a la zona desfavorecida. El marco político propuesto de desarrollo conjunto y reparto de valores contribuye a la literatura de renovación institucional para la desperiferización económica, especialmente para la puesta en práctica del reajuste y la zonificación del suelo, el reasentamiento de residentes, la provisión de empleo local y la captación de valor. 都市地理学の古典的な理論は、地理空間的特徴に対する人口、生産、経済活動の分布を決定する。この仮定においては、周辺地域が繁栄するということはほとんどない。人口減少、弱い産業・雇用構造、非効率で断片化された土地利用は負のフィードバックループを形成する。周辺地域における経済活性化の文脈の中で、珠江デルタの周辺部に位置する都市である肇慶市の「二段階の土地の株式会社化改革(two‐stage land demutualization reform)」に関する2か月間の実証研究を基に、中国における脱周辺化の革新的実践を紹介する。この改革は、地域の利害関係者を結び付けることに成功し、経済を刺激し、都市化における土地価値の獲得問題を解決する。肇慶市の地元農家は、農地を株式に転用した投資会社を設立し、地元政府と協力して地域のインフラ整備や二次・三次産業の経済投資を促進した。官民パートナーシップメカニズムの詳細なプロファイルは、地元住民との半構造化インタビューにより収集した。政策評価の結果から、農村部の土地資本化とパートナーシップ体制の包括的な設計が、社会経済開発に対する制度的障壁を取り除き、恵まれない地域に魅力をもたらしたことが示される。本稿で提案した共同開発と価値共有政策のフレームワークは、特に土地の再調整とゾーニング、住民の移住、地域の雇用提供と価値の獲得の実践のために、経済の脱周辺化のための制度改革の研究に貢献するものである。
