Geographical patterns of warehousing facilities in the Cape functional region, South Africa

Abstract

Despite improvements in the deployment of a geographical lens in logistics studies, more research is required on the connections between spatial planning policy and the positioning of warehousing facilities. This paper aims to analyze the locational patterns of warehousing facilities in the Cape functional region, South Africa. The region comprises three municipalities, namely, City of Cape Town, Drakenstein and Stellenbosch. The aim is addressed through answering the following research questions: (1) what is the relationship between the placement of warehousing facilities and the transport infrastructure in the Cape functional region? (2) What is the relationship between the placement of warehousing facilities and the industrial areas in the Cape functional region? The paper is based on spatial analysis, which used geographic information system data in ArcGIS. Optimized hot spot cluster analysis and kernel density analysis were used to determine the level of spatial clustering of warehousing facilities. With the clustering higher in the City of Cape Town municipality, the warehousing facilities were found to locate in the vicinity of major transport routes, Cape Town International Airport, the Port of Cape Town and within the industrial areas. It is recommended that a regional plan (with a logistics strategy) be developed, as opposed to the siloed approaches, which do not appreciate the proximity and functional relationships between the constituent territories. The strategy should centre on the clusters in the City of Cape Town while acknowledging that not all logistics facilities have to be located in the vicinity of the transport infrastructure. A pesar de las mejoras en el despliegue de una lente geográfica en los estudios de logística, se requiere más investigación sobre las conexiones entre las políticas de ordenación del territorio y la localización de las instalaciones de almacenamiento. El objetivo de este documento es analizar los patrones de localización de las instalaciones de almacenamiento en la región funcional de Cabo en Sudáfrica. La región comprende tres municipios: Ciudad del Cabo, Drakenstein y Stellenbosch. El objetivo se aborda respondiendo a las siguientes preguntas de investigación: (1) ¿Cuál es la relación entre la localización de las instalaciones de almacenamiento y las infraestructuras de transporte en la región funcional de Cabo? (2) ¿Qué relación existe entre la localización de las instalaciones de almacenamiento y las zonas industriales de la región funcional de Cabo? El artículo se basa en un análisis espacial que utiliza datos de un sistema de información geográfica en ArcGIS. Para determinar el nivel de conglomeración espacial de las instalaciones de almacenamiento se utilizaron el análisis optimizado de conglomerados de focos de interés y el análisis de densidad de núcleos. Con una mayor concentración en el municipio de Ciudad del Cabo, las instalaciones de almacenamiento se encontraron ubicadas en las proximidades de las principales rutas de transporte, el Aeropuerto Internacional de Ciudad del Cabo, el Puerto de Ciudad del Cabo y dentro de las zonas industriales. Se recomienda elaborar un plan regional (con una estrategia logística), frente a los planteamientos en silos, que no aprecian la proximidad y las relaciones funcionales entre los territorios constitutivos. La estrategia debería centrarse en los conglomerados de la Ciudad del Cabo, reconociendo al mismo tiempo que no todas las instalaciones logísticas tienen por qué estar situadas en las proximidades de las infraestructuras de transporte. 物流研究において地理的な解明が進んでいるにもかかわらず、空間計画政策と倉庫施設の配置との関連については、さらに研究が必要である。南アフリカ共和国のケープ機能地域における倉庫施設の立地パターンを分析した。この地域は、ケープタウン市、ドラケンシュタイン自治体、ステレンボッシュ市の3つの自治体で構成されている。本稿は、以下の研究課題に取り組む。1)ケープ機能地域における倉庫施設の配置と輸送インフラの関係はどのようなものか。2)ケープ機能地域における倉庫施設の配置と工業地域との関係はどのようなものか。本稿は、ArcGISの地理情報システムデータを使用した空間分析に基づいている。最適化したホットスポット分析とカーネル密度分析を使用して、倉庫施設の空間クラスター化のレベルを決定した。ケープタウン市での集積度が高くなるにつれて、倉庫施設は主要な輸送ルート、ケープタウン国際空港、ケープタウン港の近くや工業地帯の中にあることがわかった。構成地域間の近接性と機能的関係を重視しないサイロアプローチではなく、地域計画(物流戦略を伴う)を策定することが推奨される。すべての物流施設が交通インフラの近くに配置されなければならないわけではないことを認識しつつ、ケープタウン市のクラスターを中心にした計画を策定するべきである。
