Urban poverty and vulnerability in global South: An alternative multidimensional framework for measurement and targeting

Abstract

The dynamics of urban poverty and vulnerability may play out differently in the Global South, which has been witnessing large scale urbanization not strictly driven by economic forces. Conventional approaches to poverty measurement camouflage the extent and complexity of this problem. This paper offers an alternative approach to the measurement and targeting of urban poverty in the Global South. Taking inspiration from the normative debate and empirical realities, it emphasizes the need for considering poverty and vulnerability interconnections, rural–urban linkages and other urban specific issues which characterize urban poverty as a different category of analysis. Using recent Demographic and Health Survey (DHS) data from India, this study includes newer dimensions and indicators, representing the lack of social security, poverty trap and social‐spatial fragmentation for developing illustrative multidimensional indices. The results reveal a higher incidence of poverty than existing estimates. La dinámica de la pobreza y la vulnerabilidad urbanas puede desarrollarse de forma diferente en el Sur Global, que ha sido testigo de una urbanización a gran escala no impulsada estrictamente por fuerzas económicas. Los enfoques convencionales de la medición de la pobreza camuflan el alcance y la complejidad de este problema. Este artículo ofrece un enfoque alternativo para medir y enmarcar la pobreza urbana en el Sur Global. Inspirándose en el debate normativo y en las realidades empíricas, se pone de relieve la necesidad de considerar las interconexiones entre la pobreza y la vulnerabilidad, los vínculos entre lo rural y lo urbano y otras cuestiones específicas de las ciudades que caracterizan la pobreza urbana como una categoría de análisis diferente. Utilizando datos recientes de la Encuesta Demográfica y de Salud (EDS) de la India, este estudio incluye nuevas dimensiones e indicadores, que representan la falta de seguridad social, el circulo vicioso de la pobreza y la fragmentación socioespacial para desarrollar índices multidimensionales ilustrativos. Los resultados revelan una incidencia de la pobreza superior a las estimaciones existentes. 必ずしも経済的な要因が原因ではない大規模な都市化を経験してきたグローバル・サウスにおいては、都市部の貧困と脆弱性の動態はこれまでとは異なっている可能性がある。貧困を測定する従来の方法では、この問題の大きさと複雑さが見えてこない。本稿は、グローバル・サウスにおける都市貧困の測定と目標設定に対する代替方法を提案する。また、規範的な議論と実証的な事実のもと、貧困と脆弱性の相互関係、農村部と都市部のつながり、および分析における異なるカテゴリーとして都市部の貧困を特徴づける、その他の都市特有の問題を考慮する必要性を強調する。さらに、インドの最近の人口保健調査(Demographic and Health Survey:DHS)のデータを用いて、例証的な多次元指標を作成するため、本研究では、社会保障の欠如、貧困の罠、社会空間の断片化を表す新しい次元と指標を用いる。結果から、貧困の発生率は従来の推定値よりも高いことが明らかになった。
