Urban sprawl and the cost of providing local public services: Empirical evidence for Brazilian municipalities

Abstract

Urban sprawl is a pattern of growth observed in some big and medium cities which could increase the cost of providing public services by municipalities and thus affect welfare and quality of life for urban residents. This paper analyses the effects of urban sprawl on the cost of providing public services for the medium‐density and high‐density Brazilian urban centres. We investigate the role of different measures of urban sprawl into equations of public good provision using spatial econometric techniques. Our empirical evidence shows that the main public services affected by urban sprawl are education, health, and social assistance, urban infrastructure and culture, and sports. Also, the results are sensitive to the urban sprawl measure used and the relation between urban sprawl and the cost of providing local public services has a threshold effect associated with the size of the urban centre. La dispersión urbana es una pauta de crecimiento observada en algunas ciudades grandes y medianas que podría aumentar el costo de la prestación de servicios públicos por parte de los municipios y, por lo tanto, afectar el bienestar y la calidad de vida de los residentes urbanos. En este artículo se analizan los efectos de la dispersión urbana en el costo de la prestación de servicios públicos en los centros urbanos brasileños de densidad media y alta. Se utilizaron técnicas econométricas espaciales para investigar el papel de las diferentes medidas de dispersión urbana en las ecuaciones de provisión de servicios públicos. La evidencia empírica obtenida muestra que los principales servicios públicos afectados por la dispersión urbana son la educación, la salud y la asistencia social, la infraestructura urbana y la cultura y los deportes. Además, los resultados son sensibles a la medida de la dispersión urbana utilizada y la relación entre la dispersión urbana y el costo de la prestación de servicios públicos locales tiene un efecto umbral asociado al tamaño del centro urbano. 都市のスプロール化は、一部の大都市や中規模都市で見られる成長パターンであり、地方自治体による公共サービスの提供コストを増加させ、都市住民の福祉や生活の質に影響を与える可能性がある。本稿では、ブラジルの中・高密度都市の中心部における公共サービスのコストに及ぼす都市スプロールの影響を分析する。空間計量経済学的手法を用いて公共財供給の方程式における様々な尺度の都市スプロールの役割を調べた。実証的エビデンスから、都市のスプロール化によって影響を受ける主要な公共サービスは、教育、保健、社会的支援、都市のインフラと文化、そしてスポーツであることが示される。さらに、結果は使用された都市スプロールの尺度に感受性であり、都市スプロールと地方公共サービスの提供コストの関連性には、都市中心部の大きさに関連した閾値効果がある。
