Abstract
This paper examines the entrepreneurial strategies and development aspirations of immigrant tourism entrepreneurs in rural Sweden, and how they support or conflict with local and regional public sector tourism strategies. Our conceptual framework contrasts the immigrant entrepreneurs’ business and lifestyle priorities with public sector responsibilities and development interests. Findings from three case studies suggest that immigrants both collaborate and compete with public sector stakeholders in different tourism destination systems. We identify mismatches in terms of economic, lifestyle and public interest goals, as well as institutional and cultural differences between immigrant entrepreneurs and public sector stakeholders that hinder effective public‐private collaboration. Este artículo examina las estrategias emprendedoras y las aspiraciones de desarrollo de los(as) emprendedores(as) de turismo inmigrantes en las zonas rurales de Suecia, y cómo apoyan o entran en conflicto con las estrategias de turismo del sector público local y regional. El marco conceptual del estudio contrasta las prioridades de negocio y estilo de vida de los emprendedores inmigrantes con las responsabilidades del sector público y los intereses de desarrollo. Los resultados de tres estudios de caso sugieren que los inmigrantes colaboran y compiten con los actores del sector público en diferentes sistemas de destinos turísticos. Se identificaron desajustes en términos de objetivos económicos, de estilo de vida e interés público, así como diferencias institucionales y culturales entre los emprendedores inmigrantes y los actores del sector público que dificultan la colaboración efectiva entre los sectores público y privado. 本稿では、スウェーデンの農村部における、移民の観光業アントレプレナーの起業戦略と開発意欲を調べ、彼らが現地及び地域のパブリックセクターの観光戦略を、どのようにサポートするか、またはそれと競合するかを検討する。我々の概念フレームワークは、移民のアントレプレナービジネスとライフスタイルの優先順位と、パブリックセクターの責務と開発の利益とを対比させるものである。3つのケーススタディから得られた知見から、複数の観光地のシステムにおいて、移民はパブリックセクターの利害関係者と協力も競合もしていることが示唆される。我々は、経済、ライフスタイル、公共利益の目標という点におけるミスマッチおよび、有効な官民連携のコラボレーションを阻む、移民のアントレプレナーとパブリックセクターの利害関係者との制度的及び文化的な相違を特定する。
