Abstract
Policy makers in the modern age must confront complex and expanding knowledge on a daily basis. It has been put forth that policy making requires increasingly higher levels of policy analytical capacity at the individual, organizational, and system levels. Analytical capacity can enable better policy design and facilitate policy learning. Previous studies mostly operationalized the concept at the individual or organizational level with survey instruments, but the lack of widely and regularly conducted surveys limits the applicability of this method. Here, we propose new indicators of policy analytical capacity at the system level, using publicly available data. Our metrics are based on the outputs such as academic journal publications, government and stakeholder publications, and think‐tank rankings. As an illustration, we apply this approach to the case of renewable energy policies in three countries: Germany, Japan, and the United States. Though each of the underlying metrics is susceptible to uncertainties and biases, a totality of the indicators presents a useful, proxy measurement of policy analytical capacity. The proposed approach can supplement the survey method by enabling longitudinal and geographical investigation into policy analytical capacity. Los formuladores de políticas en la era moderna deben confrontar conocimientos complejos y en expansión a diario. Se ha planteado que la formulación de políticas requiere niveles cada vez más altos de capacidad analítica de políticas a nivel individual, organizacional y de sistema. La capacidad analítica puede permitir un mejor diseño de políticas y facilitar el aprendizaje de políticas. Los estudios anteriores en su mayoría operacionalizaron el concepto a nivel individual u organizacional con instrumentos de encuesta, pero la falta de encuestas realizadas de manera amplia y regular limita la aplicabilidad de este método. Aquí, proponemos nuevos indicadores de capacidad analítica de políticas a nivel del sistema, utilizando datos disponibles públicamente. Nuestras métricas se basan en los resultados, como publicaciones en revistas académicas, publicaciones gubernamentales y de partes interesadas, y clasificaciones de grupos de expertos. A modo de ilustración, aplicamos este enfoque al caso de las políticas de energía renovable en tres países: Alemania, Japón y Estados Unidos. Aunque cada una de las métricas subyacentes es susceptible a incertidumbres y sesgos, la totalidad de los indicadores presenta una medida indirecta útil de la capacidad analítica de las políticas. El enfoque propuesto puede complementar el método de la encuesta al permitir la investigación longitudinal y geográfica de la capacidad analítica de políticas. 现代的决策者每天必须面对复杂且不断扩展的知识。现有研究认为,决策对个人层面、组织层面和系统层面上的政策分析能力要求越来越高。分析能力能促成更好的政策设计并促进政策学习。以往研究大多通过调查工具,在个人或组织层面对此概念进行操作化,不过,这种方法的适用性因缺乏广泛和定期进行的调查而受限。本文中,我们使用公开数据提出了系统层面政策分析能力的新指标。我们的衡量标准基于学术期刊出版物、政府和利益攸关方出版物以及智库排名等输出。作为说明,我们将这种方法应用于德国、日本和美国这三个国家的可再生能源政策案例。尽管每个潜在指标都容易受到不确定性和偏差的影响,但总体指标对政策分析能力提供了有用的替代性衡量。提出的方法能通过对政策分析能力进行纵向调查和地理调查,进而补充调查方法。
