The Role of Technology Centers as Intermediary Organizations Facilitating Links for Innovation: Four Cases of Federal Technology Centers in Mexico

Abstract

This article presents a review of the discussion and debate around the intermediation functions carried out by technology centers (TCs), considered key organizations in the dynamics of national innovation processes based on collaboration between actors. I discuss the organizational roles and R&D strategies assumed by four Mexican TCs within the Mexican National Council of Science and Technology (CONACYT) in order to encourage productive cooperation based on technology transfer and knowledge transfer. Grounded on this empirical referent, the present study analyzes critical structural factors in terms of organizational governance schemes, connections with regional innovation dynamics, and the national science‐industry cooperation strategies behind the configuration of the analyzed TCs, which have determined their organizational action profiles. 技术中心作为中介机构促进创新联系：墨西哥联邦技术中心的四个案例 本文回顾了针对技术中心的调解职能的讨论和辩论。在国家创新进程动态, 技术中心是基于参与者之间协作的关键组织。笔者讨论萨尔瓦多国家科学技术委员会 (CONACYT) 的四家技术中心所承担的组织角色与研发策略, 来鼓励基于技术转移和知识转移的生产合作。以该技术中心为实践参照, 通过研究其背后所展示的组织管理方案、与区域性创新动力的联系以及国家科学产业合作战略, 本文分析了决定其组织行动的关键结构性因素。 El papel de los centros de desarrollo tecnológico como organizaciones intermediarias que facilitan los vínculos para la innovación: cuatro casos de centros federales de desarrollo tecnológico en México Este documento presenta una reseña de la discusión y debate acerca de las funciones intermediarias que llevan a cabo los centros de desarrollo tecnológico (TCs), que son considerados como organizaciones clave para la dinámica de los procesos de innovación basados en la colaboración entre las partes. Discutimos el papel organizacional de las estrategias de investigación y desarrollo asumidas por cuatro TCs mexicanos dentro del Consejo Nacional de Ciencia y Tecnología (CONACYT) para fomentar la cooperación productiva basada en la transferencia de tecnológica y conocimiento. Basándose en este referente empírico, el presente estudio analiza los factores estructurales en términos de los esquemas de gobernanza organizaciones, conexiones con las dinámicas de innovación regionales y las estrategias de cooperación nacionales entre la ciencia y la industria detrás de la configuración de los TCs que fueron analizados, que han determinado sus perfiles de acción organizacional.
